I recommend salary reductions for the Supervisors and the CEO's office as well as targeted layoffs and early retirement in CEO's office. The recommendations don't go far enough and appear to protect existing employees over potentially more important vacant positions held back due to a hiring freeze. What happened to zero-based budgeting? We need organizational realignment rather than maintaining the status quo and current organization but freeze hiring.
