6b) Discussion and Possible Action Including Direction to Staff Regarding the Potential Re-direction of the Cannabis Cultivation Program

As a small legacy cultivator, I've paid nearly $4500 in permit fees to be permitted for the past 3 years. I just paid $1678 yesterday for my 3rd permit. There is NO way to be able to afford nearly $6,000-$8,000 for a discretionary review permit even if it's good for 10 years. I can't come up with 6 years of permit fees all at once. The slim margins I'm working with won't allow to me to afford this cost upfront. We are hanging on by a thread.

I am not well versed In this arena but I have written two letters in the past to the board of supervisors which I have gotten no response to which is saddening. Any new proposal for the Cannabis ordinance especially being run by the state should allow the public more time and notice for public comment. We should be trying to fix current problems that are causing hardships on all especially focusing on protecting neighborhoods.
I am not well versed on the proposed redirection of the current Mendocino County Cannabis Ordinance. However, it took months of BOS meetings with huge public turnouts to get what we have. So if anything is going to change we need to have LOTS of notice and LOTS of opportunity for public comment. The current ordinance may not be perfect but to change it could easily be worse.
