5h) Noticed Public Hearing - Discussion and Possible Action Including (1) Adoption of a Resolution Approving and Adopting an Addendum to the Previously Adopted Mitigated Negative Declaration for Rezoning (R_2019-0009), in Compliance with California Environmental Quality Act Requirements; and (2) Adoption of an Ordinance Rezoning (R_2019-0009 - Redwood Valley/West Road District) Fourteen (14) Legal Parcels, Totaling 27.03± Acres, Adding a Cannabis Accommodation (CA) Combining District to the Current Zoning Designation of Rural Residential (RR) District

As a resident of Redwood Valley I strongly oppose the rezoning to accommodate the cannabis industry. The air quality has gotten worse since the commercial grow went in on East Road. Please don’t destroy our beautiful valley. Vote No!
I am a resident of Redwood Valley. I strongly oppose the rezoning to cannabis accommodation from rural residential district. This is a small family community. We already have a huge cannabis grow across East Rd. from our residence which is bringing in questionable activities 24/7. Please vote NO on this item.
As a member of this community for over 40 years, this is my first time to feel compelled to say
“ENOUGH IS ENOUGH”. Redwood Valley used to be a lovely little community that I was proud to live in. I no longer feel that way.
WHAT ARE YOU THINKING TO ADD MORE TO OUR AGONY OF ALL THIS POT GROWING INVASION?
The marijuana cultivating, both legal and illegal, has become progressively dangerous.
Our County has become an open door for dangerous out of state criminals. Should we all have to live in fear of being intruded upon as we put our families to bed at night? Weapons and violence and thievery have become the norm to our once safe, kid friendly, and desired neighborhoods. Marijuana grow related shootings, break-ins (often to wrong houses), and kidnappings are occurring more and more often. Major growers, legal or not, don’t consider the safely of other neighboring families living nearby. They actually intrude on our rights. Families and neighbors now must put up with constant traffic, smells permeating our backyards and creeping into our bedroom windows and diminished property value or rental potential. We are exposed daily to toxic chemicals such as pesticides and more. West Road alone has become a growers commute freeway. Every single day, morning to night, reckless speeding vehicles actually race each other down the road, back and forth, dangerously passing constantly over the double yellow line. Just yesterday, my dear friend was almost hit at the North end of West Rd by someone speeding past her, and I myself almost hit a red pickup truck as I was making a left turn into my driveway when he crossed the double yellow line and was passing me on my left side from behind me…Someone is going to be killed because of these Pot growing idiots. Most importantly the feeling of safety in our own homes in our own community has been taken away.
As a person who cares deeply about our little valley here, I am adamantly against rezoning of
both the Redwood Valley West Rd properties and the Calpella/Milani Dr. properties.
I have friends and family who live in the area where this is being proposed, and I support their wish to keep their beautiful neighborhood peaceful and crime-free. This kind of operation would unfairly deplete the already low water supply and electricity supply and greatly increase noise and light pollution. In general, i do not support making it easier to cultivate marijuana, especially in residential areas. The loss of scenic views and need for added security are undesirable consequences for residents. Approving such a rezoning would also open the door to rezoning other residential parcels.
I have concerns regarding discussion item 5h, and the rezoning impacts in Redwood Valley areas. I would hope that all property owners in the valley would be fully informed of any rezoning discussion. Rezoning of one area of Redwood Valley, could impact all property owners and lead to further rezoning in the future. Property owners should be informed, given an opportunity to attend community information meetings and have ample discussion. One area impacts ALL.
Most people may want to be supportive (including me) about rezoning but don't realize that the regulations around this type of farming are very badly written and don't work. We, relatively new and happy Redwood Valley residents and neighbors of more than 50 years on West Road, found out the hard way. For example, CA Fish and Wildlife do not respond to complaints or alerts about potential threats to riparian zones and wildlife, this type of growing attracts criminal activity, as has recently been demonstrated with several armed robbery attempts in RV and Calpella, these grow areas will be surrounded by 7-foot high chain-link fences with plastic cover and locks, and very high demands will be put on our already stressed water sources. Are you willing to see your well run dry and sacrifice your view and your safety? Not until we write good regulations and preview all of the unintended consequences and mitigate them, will we be able to feel safe and protected with this new type of agriculture. Please think very hard about your beautiful valley and your lifestyle.

As I stated in the last comment about Milani Drive/Calpella, I strongly oppose rezoning for Cannabis accommodation in Redwood Valley as well.
