I'm not sure what to write. I was blindsided seeing this on the agenda. I was not notified in advance by Mr. Makdisi.
I just looked at the agenda in the middle of the night because I can't sleep and I was planning on Public Comment again; and was shocked to see my name on the agenda. I don't have time to write an organized response with a timeline before the deadline to submit this. I'll pull together as much as I can before the 8 AM deadline to submit.
I don't have an attorney, I can't afford one. I have been trying to represent myself. Apparently, I was supposed to file some sort of Pleading during the California Regional Stay at Home Order. I have not left my home here since goin to the ER on December 1 to be treated for a concussion and alcoholism. I am also being treated for depression. Now, apparently a Default has been filed with the court. I'm not exactly sure what that means, there may be a possibility I could be forcibly removed from my home??? Who feeds the animals and maintains the farm? Where would I go?
I have no idea what will be discussed in this closed session or how to defend myself.
This trailer has been my tiny home for four years. It was legal to live in while in the town of Fort Bragg but for some reason, that no one has ever been able to explain to me, not on my own property.
I have written 22 emails to all of you trying to find a solution and not one has ever been acknowledged. I had a meeting scheduled for Supervisor Gjerde to come out and look at my trailer hooked up to clean, tested well water and a Carl Rittiman designed septic system on March 13, 2020. He canceled and since has not responded to any of my 20 emails from me on this or other subjects.
I left three unanswered voice messages with code enforcement. Finally, Mr. John Burkes returned my call after my public comment in the last meeting on February where I stated my emails and calls are not returned. I told him that I would follow up with an email with a plan, which I did. I have sent two emails to him and copied Mr. Makdisi and neither one has been acknowledged.
I have asked Mr. Makdisi in emails to Withdraw this Complaint while I find a way to resolve this. I have also requested reasonable accommodation under the because of my three recognized medical conditions. All of which were ignored. The headaches from the concussion have finally almost subsided but I'm still having sleeping problems.
Mr. Burke explained to me in our call that he can Withdraw the Complaint if either 1) the code gets changed, 2) a temporary moratorium is placed on enforcing the code, or 3) I file for a building permit.
Per my conversation with Mr. Burkes, I have made a public records request to the Executive Office asking for the names of contractors who have filed Class K permits in the Fort Bragg office during the last year in the form of a voicemail. No one has returned my call.
Mr. Burkes asked if I could put the trailer in dead storage and move somewhere else. No chance. I have 4 goats, a dog, and a small farm I've created from a property that sat unattended and overgrown for 10 years. How can a request like that even be made? We're supposed to be deceasing homelessness, not increasing it. This makes no sense.
Mr. Burkes also confirmed that not every Mendocino resident living in a trailer in violation of the code is being taken to court. Just me. He will also tell you that the original violation was filed a couple years ago. Someone would contact me once or twice a year but then I wouldn't hear from them again. My husband doing my best to try to come within compliance of the code but for my medical conditions and financial reasons have not yet been able to.
I resubmit my request to Withdraw the Complaint and instead have a Zoom meeting with all of you about how to move forward.
There is probably more to say but it's 7:30 AM now and I want to submit by the deadline. I'm tired. I hope I provided enough information.
