    Under no circumstances should water hauling be approved for any cannabis operation permitted or not. A drought has been declared for California and for Mendocino County.
    There is a bigger picture here which is climate change.
    We have a program manager for the cannabis program, but we don't have one for climate change how it affects Mendocino County and what actions Mendocino County can take to both mitigate and plan for the inevitable effects of it.
