    Hello Board of Supervisors,

    Both requests below are equally important and work hand-in-hand with each other. Please implement. It's important.

    #1: Allow Nursery Permits on cultivation parcels with a Minor Use Permit

    Currently, Mendocino County requires a cultivator to have at least 10 acres of land and requires a Major Use Permit to obtain a Nursery Permit. Taking clones and making seeds are all part of the cultivation process.

    Cultivators deserve the right to propagate their own seeds, preserve their genetics and possess the ability to sell clones and seeds to other licensed cultivators. Many well-known breeders in our community are still not able to hold nursery licenses because they are on parcels smaller than 10 acres. The County should allow any parcel licensed for cultivation on any acreage to obtain a nursery permit. Remove the Major Use Permit requirement. Make it Administrative or Minor Use Permit.

    The state of CA does NOT have a minimum acreage requirement for a Nursery License.
    The County should align with the state.

    #2: Allow two (2) cultivation permits per person PLUS one (1) Nursery Permit for a TOTAL of THREE (3) PERMITS PER PERSON

    Some producers hold two cultivation licenses for two parcels but are not able to have a nursery permit under the 10A.17 ordinance, as a Nursery Permit counts towards one of the allowed Cultivation Permits.

    Cultivators must be granted permission to propagate their own seeds, preserve genetics, experiment with genetics, and be empowered to sell plants and seeds to other licensed cultivators.

    Provide an opportunity for legacy cultivators to generate supplemental income for their businesses and also contribute additional sales tax revenue to the County.

    Make the Nursery licenses affordable.

    I align with the recommendations in CCAGs memo.
