    BOS Agenda Item 4AK - May 25,2021

    Dear Honorable Supervisors,

Thank you for continuing to clarify the cannabis regulations from every angle. As of now, Mendocino County allows cultivators a hybrid self-transport permit, meaning only from farm to a distributor, NOT to testing labs, retail, consumers, contests, festivals, farmers markets, etc. We feel strongly that micro-business opportunities should be available for all cultivation permits, especially for a more broadly based self distribution & delivery across the supply chain for every producer. To be able to sell direct, both wholesale & retail, would greatly benefit the county taxes & the cultivators. If set up as delivery-only it does not have to mean more traffic to the farms.

This model of self-sufficiency is a more sustainable way forward & it's more important to consider now, because sooner than later the Federal laws will shift. Small farms will have a better chance in this increasingly competitive market if they can manage their crop from seed to sale. One day, folks will be able to order online California cannabis in Maine & have it shipped to their door, just like we can have Maine Lobster delivered to California. Even though people can get cannabis throughout the country now, legally grown in most states, it is mostly corporate indoor warehouse mid-grade products. People can buy wine in every grocery store & convenience store & bars & restaurants, too. We believe in the near future California sun-grown & even more, the Mendocino brand, will be a luxury item, just like California wines. We should be ready to meet that moment.

There are other points to this ordinance that could be better aligned with the State licensing, isn't that the goal?! We support the MCA memo as well as the letter from Jude Thilman re: temporary events.. Direct sales is something many Supervisors have said they agree is important, please create the framework so it's viable for even the smallest permit types.

Thank you, Laura & Marty Clein
