Dear Members of the Board of Supervisors, Chair Gjerde,
My name is Patricia Ris-Yarbrough, and I live in Redwood Valley. I am a member of the Redwood Valley Municipal Advisory Council, but I am speaking for myself.
Thank you for the long hours you’ve spent on the topic of cannabis and the amendments to Chapter 22.18 of the County Code.
Unfortunately, more discussion of the amendments to Chapter 22.18 is not part of today’s agenda. This is regrettable given the approaching end of the signature collection drives of the two referenda on July 22nd and the yet unmet requests for changes in Chapter 22.18 from vocal and organized segments of the public.
It seems to me that now is the time to finish this work, not later. I urge you to pick up where you left off and listen carefully to the wishes of the people of Mendocino County and amend the ordinance carefully along those lines before the end of the month. This is the most important thing to do to regain the trust of the people.
Some of these changes are but are not limited to:
- Conducting an Environmental Impact Review of Cannabis Cultivation or EIR,
- No hoop houses, except for industrial zones
- No plastic covered fences
- Increased scrutiny of available water resources and needs for cultivation
- No to permit stacking to avoid total cannabis acreage loopholes
- Active enforcement with support of satellite imagery, especially in parcels where acreage is expected to increase legally over the years. No jumping the gun, no scraping the land, no construction until the expansion is permitted.
I hope that you will consider these proposed changes carefully and promptly to move on with an ordinance that works for all.
