    I am writing in support of MCA letter submitted regarding the local jurisdiction grant. I strongly encourage the Board to consider the recommendations put for by MCA.

    Dear Supervisors, A quick note in support of the MCA memo posted in Public Expression re: the jurisdictional grant funding. We appreciate all of the work MCP Director has put into it. It's tough, still with covid restrictions & all, that there was not more public discussion as to use of funds within & outside of BOS meetings. Direct grants to MCP permit holders are at the top of our list of requests. And it's important to discuss in a public forum the insurance issues, that as of late became necessary to receive equity grant funds & may become applicable to the new funds as well.. This new insurance requirement seems to be coming from the County, not the State. It is actually still very difficult for cannabis business to obtain insurance or even open a bank account. These are grants, not loans & it's our understanding that a grant does not require repayment, so why the insurance? It seems to make more sense to require the work being carried out that is payed for by a grant be done by a licensed & insured entity. $18million is a lot of money & it is specifically earmarked to help the State license holders ie your permitees, to transition from Provisional to Annual status. It could be the make it or break it moment for many small farms in Mendocino County. Thank you for your attention to these details, Laura & Marty Clein
