    It's important to note that all mendocino county growers are norther in latitude .most Mendocino farmers go through a natural fallowing time each year during oct. To march about . Being northern latitude farmer we are subject to a harsher climate. I know that each year I have to re veg my plants and germinate seed to be ready for spring .. it's only common sense to establish the fact of drought and over production. If We are asking to not grow and work on other aspect of the crop at a certain time it should be respected . For instance the grape farmers grow and water the crop all year long to possibly not even harvest the crop at all. In turn WASTING hundreds of thousands of gallons of water. We are asking to take a sensible approach to this .

    We need a outlined approach in regard to fallowing . As a long time seed breeder, genetic holder and nursery permit applicant I feel it is necessary to discuss a outline for our genetic preservation, if and when a fallowing situation might happen.

    Genetics are the backbone of cannabis and no product or plant can be made or grown without them.
    I myself have built my brands and legacy off of breeding varieties of cannabis that are not found anywhere else on earth, the importance of genetics in cannabis are unparalleled I urge you to please listen to the recommendations with a open heart and ears as we we Mendocino county farmers continue to ask for fair treatment. Farmers deserve the right to speed up or slow down the operation in order to maintain with market fluctuations, weather , and other issues .

    MCA, CCAG and Hannah Nelson are a unified voice representing our local cannabis farmers on this topic. Please consider incentivizing farmers to plant less by reducing the cultivation tax. Thank you

    Dear Supervisors,

    We are in a drought, I suggest incentivizing cultivators who chose to not plant their full square footage, and reduce the cultivation tax due. Not everyone will want to do a full fallowing, but growing less in a drought year is common practice for famers.

    The current Notice of Application Stay and Notice of Non-Operation programs are woefully insufficient for the needs of our community. Applicants or Permit holders should be able to pause on new production while maintaining life support systems to sell already cultivated product and keep genetics alive, without losing their local authorizations.

    I'd like to see the fallowing restrictions lifted to allow an applicant as long as is necessary, rather than restrict to 1 year out of a 5 year period. Allowing applicants to maintain genetics during a fallowing period is extremely CRUCIAL to operators.

    I support Hannah Nelson's proposed revisions to the existing programs. I support the memos from Covelo Cannabis Advocacy Group and Mendocino Cannabis Alliance.

    I would like to see the fallowing restrictions lifted to allow for as long as an applicant needs rather than restrict to 1 year out of a 5 year period. Allowing applicants to maintain genetics during a fallowing period is extremely crucial to operators.     I support adding language that would only tax on product sold, not product held and support fallowing up to 3 years of length as many times as needed to allow business adjustments as markets and the economy fluctuate.
