3o) Approval of Retroactive Amendment to BOS Agreement No. 20-157 with Paula Groves DBA 4Front Partners Increasing the Amount from $211,565 to $294,792, and Extending the Termination Date from February 28, 2022 to August 31, 2022
While we think we have been involved with enough Board meetings over the years to understand that this item is in the consent calendar because its status as a retroactive payment. Nothing else about this item says we should not be having a full Board discussion on what is to be done to help disburse these funds & all grant money earmarked for your small farms & other in the cannabis industry. It's millions of dollars from the State to help the County that are being either mismanaged or held back for many invented obstacles for seemingly simple concerns. What went wrong? Did anything go right? Are these issues on Elevate Impact or is the entire cannabis program in "disarray" as stated by the Mendocino County Grand Jury?! This time, the problem is not about a previous board's policy. Transparency has been lacking along with the lack funds. Someone PLEASE pull this item & tell the public what is really going on.

If this money is for Paula, I agree. she needs to get paid for all the agony! I don't think she has ever been witness to such a lag in process! My consultants have my appendix G prepared, and we want to move on with annual but would want the grant money to pay for it. If I continue on and pay out of my pocket the Leep program says I can't use the grant money to pay myself back! We all are faced with this dilemma with all our financial needs that this Grant is supposed to elevate. If you guys are short staffed, you can't hold us all back issue the funds and let's move on!
