I strongly encourage the GGC to conduct an outside, impartial, assessment and analysis of the MCD's internal permit processing workflow for efficacy and efficiency. I recommend that the GGC interview a cadre of operators with permits in various categories and stages to ascertain the history of processing from initial application to the current day. From this inquiry, the GGC can then work with the MCD to chart workflows as they are now, and identify areas for increased efficiency and equitability.
