3n) Approval of the Local Jurisdiction Assistance Grants Program Direct Grant and Fee Waiver Program Application Guidance Manual (LJAGP Application Guidance Manual)
Honorable Supervisors,
I support MCA's recommendations in Item 3n.
I believe the application window should be set for a later date when ALL the documents and requirements have been placed for review by the applicants.
I also would like the applicants's requirements that all taxes and fees be paid before the application is reviewed be lifted. As an owner and operator of three licenses that have suffered incredible monetary losses in 2021 and 2022 I'm right at the tipping point of losing all of these years of hard work, my gardens acquired their EIN #'s back in 2011.
I'm just a couple weeks away of deciding wether to fallow this year or not. Looking like the market is returning to a state where our local farms can regain the abilitliy to operate and see a profit for our labors in 2023 I don't think I can pay my local fees and taxes AND still have enough money for our operating costs for 2023.
Also, I need the grant money for getting everything compliant for our licenses, our buildings inspected and passed, our roads upraded as per my agreements with CDFW.
Please waive the fees and taxes requirement so our farms can flourish and bring the local economy back to where we can sustain a viable future for us all.

Please remove the following eligiblity requirement for LJAGP grant applicants: "...individuals and business entities must not be delinquent on any County of Mendocino commercial cannabis business tax." (Page 4 of LJAGP Direct Grant Application Guidance FNL 20230216)
This requirement exacerbates the negative impacts to 'deprioritized' applicants and permit holders beyond what it seemed was the intention of the Board when the deprioritizations began. Frankly, it prevents many of those who need this assistance the most from accessing it.
(Note - This requirement is also is repeated on Page 2 of the "Grant and Fee Wavier Program Manual", but that document is not included in the attachments to this agenda Item, despite it being posted on the Cannabis Grants Webpage. I'm not sure if this is an oversight, or if this document is not up for approval.)
