4a) Discussion and Possible Action Including Acceptance of Report and Direction to Staff Regarding the Facility Condition Assessment of County Owned Facilities and Facilities Strategic Planning Concepts

The Covelo Community Services (CCSD) and the Round Valley County Water District (RVCWD) has provided continued maintenance and operations at the Covelo Courthouse without any County funds for nearly twenty years. We support the disposal of this facility, Building No. 4 Covelo – Justice Center – Page 13 given that the County seeks to allow CCSD and RVCWD to assume ownership and continued responsibility for the property. To do otherwise would create and undue burden to the special districts which depend on the building for its operations, who provide a significant part of public's health and safety. We are a Severely Disadvantaged Community that continues to be underserved by the County in general. Granting ownership of the Covelo Justice Center to CCSD and RVCWD shows a good faith effort to support Round Valley at large and supports the community's drive for greater self-sufficiency.
