    I think that Brooktrails second action project is very important and should be the priority.

    Dear Supervisors;
    I believe the Brooktrails Second Access Project should receive priority in the proposed grant application. I have lived in Brooktrails for 30 years and have seen the increased need for a second access route for fire and traffic safety. Brooktrails has over 5 times more homes and population, with double the traffic of Redemeyer Road and therefore should be given priority for the Local Transportation Climate Adaption Program Grant.

    I personally in 1986 represented a crowd of Brooktrails concerned citizens and handed over a petition with over 300 signatures requesting a second access roadway for the Sherwood roadway. Working on the 101 Bypass of Willits Project Development Team (PDT) for 25 years and generating comments specific to the need for coordination with the needed 2nd access road from Sherwood Road to reconnect to HWY 101 via a new county access connector I must remind you that those extensive NEPA/CEQA comments are a fact record of the work to deliver this
    important Project.

    Many of those original petition signers have passed, yet the need for you to prioritize the Brooktrails Second Access meets the requirements to authorize this project per the BOS last decade. That Board of Supervisors removed this project from the states funding programs back then as there would still be costly local match funding required to complete the construction of this critical roadway. Today this Board should fulfill the latest Cal-Trans/MCOG Fire Evacuation Plan that showed that the residents in all of Mendocino County, believe that the Brooktrails Second Access Road is the most critical roadway project for this County. This is the alinement of a funding grant that pays 100% of the projects costs as required by that past Board of Supervisors. For the health and safety of those I represented for decades, please once more prioritize the Brooktrails Second access as number one for funding in this once in a lifetime opportunity to deliver this project, Tony Orth

    Honorable Board Members:

    Regarding the grant prioritization of The Brooktrails Second Access Project and the Redemeyer Road Extension, I strongly recommend prioritizing the grant for The Brooktrails Second Access Project. The Brooktrails Second Access Project will affect 1,994 dwellings, 4,528 residents with an Average Daily Traffic of 4,304. These figures are significantly greater than the number of dwellings (386), population affected (951) and Average Daily Traffic (2,249) that would benefit from the Redemeyer Road Extension, I feel the choice is obvious.

    I strongly urge your to prioritize the grant for The Brooktrails Second Access Project.

    Re: Prioritization of the Grant Applications for Local Transportation Climate Adaptation Program (LTCAP) Grant to Fund Brooktrails Second Access Project

    Honorable Chair McGourty, Supervisor Haschak, Board of Supervisors, and CEO Antle:

    In coordination with Supervisor Haschak serving as Board Chair meanwhile, the County Board of Supervisors directed its Department of Transportation to seek and secure appropriate grant monies from state or federal sources to engineer and build a second access road to Brooktrails. As identified in its Brooktrails Specific Plan, the County should prioritize its responsibility to provide second access to the fourth most populated community in the county.

    Our Board of Directors and staff was pleased to learn of the Local Transportation and Climate Adaptation Program (LTCAP) Grant, which could provide local match and directly relevant transportation monies for a Brooktrails second access project. Through coordination with MCOG and the California Transportation Commission, the County’s grant writing contracts and staff should take this opportunity to prioritize an application for funding from the LTCAP. This grant opportunity to fund and implement capital improvements could be coupled with alternative routes that have been developed by the County and partnering agencies.

    Multiple feasibility studies, second access road route alternatives and shelf-ready information have been created to take advantage of transportation grant funding. The LTCAP is that opportunity and Brooktrails asks that its second access be prioritized in this application. This letter is being provided in favor of the LTCAP Grant application to encourage and support the County’s continued attention to the need for second access to Brooktrails.

    The District asks that the County of Mendocino, its partnering agencies and their grant writing consultants respond to the Local Transportation and Climate Adaptation Program Grant before the deadline of June 28, 2023.
