3l) Adoption of Resolution Ratifying the Grant Agreement with the State Air Resources Board to Accept Carl Moyer Rural Assistance Program Funds (RAP) in the Amount of $55,301.00 for the Term of May 15, 2023 through December 31, 2027, for one Project in Mendocino County; Approval of the Project Associated with Those Funds; Approval of Expenditure of Funds by June 30, 2027; and Authorization for the District to Enter into a Contractual Agreement with the Applicant and Transfer the Funds to the Applicant Upon Completion of the Project
