Please see the attached memo with MCA's recommended priority ordinance changes for the current round of changes being considered. These were submitted to the County in advance of the September 19 Ordinance Streamlining meeting.
Given the need to prioritize the expenditure of resources on the County side, this list represents four primary buckets of recommendations. These buckets are
1. application streamlining,
2. process streamlining,
3. recommendations that will benefit large numbers of people,
4. and recommendations of what we consider to be relatively simple changes to align with state language or requirements.
While it may seem substantial, the attached priority list does not represent every element in the ordinance we would like to see changed, but the ones that we think can provide the most benefit to the most applicants and the County moving forward.
We also support the 5 year renewal cycle that has been previously discussed, and include language to address the question of what constitutes a 'change' for the purposes of streamlining the renewal process.
It is our hope that this list, which does include items not specifically limited to license issuance, can be addressed in full during this round of revisions, and that this committee will provide clear direction to that effect to County Counsel's office.
