4f) Discussion and Possible Action Regarding Direction to Human Resources to Enact a Hiring Freeze Except for Core Mandated Services in Public Safety Departments and Other Exceptions on a Case-by-Case Need Supported by Data, and Removal of Allocated Positions; Direct Departments to Take Action to Reduce the Number of Management Positions in Departments where the Management-to-Staff Ratio is Less than One-to-Six and Other Reductions in Staffing and Overtime Is Not to Be Authorized Except for Core Mandated Services and Provide Authority to the County of Mendocino's Chief Executive Officer to Initiate Departmental Structural Changes to Increase Efficiencies and Cost Savings

On behalf of the League of Women Voters of Mendocino County we urge you to retain the funds allocated to reduce energy costs and greenhouse gas emissions. The League believes that climate change is a serious threat facing our nation and our planet and that an interrelated approach to combating climate change through energy conservation and the promotion of renewable resources is necessary to protect public health and defend the overall integrity of the global ecosystem. Individuals, communities and governments must continue to address this issue.
We hope that you will agree and give consideration to these concerns.

I strongly oppose the recommendation that we direct funds away from energy efficiency and conservation. The costs of energy will only increase, and making the changes now will save our community more money over the long term. It is short term thinking to move to redirect funds from this important step forward we are taking. As a parent, community member and voter, I request you keep this funds for what they were intended for because its not only about energy conservation, it sends a message that we care about our future and take responsibility for our energy needs. Thank you for reconsidering this.
Our County is suffering a fiscal crisis. This initiative offers several serious steps toward fiscal responsibility. We support government accountability and this action.
