4a) Noticed Public Hearing - Discussion and Possible Action Including the Allocation of CDBG Program Income funds for FY 2023-2024 and Development of Eligible Projects for the 2023 Notice of Funding Availability (NOFA) Based on the Presentation; (1) Adoption of Resolution Approving an Amendment to the Standard Agreement for the 20-CDBG-PI-12010 Community Development Block Grant (CDBG) Program Income (PI) Award to Use Additional PI Funds in the Amount of $263,278.05 for the County's Economic Development Business Assistance Loan Program; (2) Adoption of Resolutions Authorizing the Submittal of CDBG PI Fund Applications to the State Department of Housing and Community Development (HCD) for FY 2023-2024 for the Yokayo Center Lighting Upgrade Project in the Amount of $300,000; (3) Adoption of Resolution of Authorizing the Submittal of CDBG PI Fund Applications to the State Department of Housing and Community Development (HCD) for FY 2023-2024 for the County's Economic Development Technical Assistance & Micro-Enterprise Assistance Program (in the Amount of $163,195.33); and (4) Adoption of Resolution Authorizing the County of Mendocino to Submit a CDBG Application to HCD for the 2023 Notice of Funding Availability (NOFA) in the Amount of $317,608 to Request Funding for the Mill Creek ADA Bathroom Upgrade Project; and Direction to Staff as Needed
