    Dear Supervisors,
    On 4-14-2024 I participated in an event that was designed to get input from the public about the situation at Noyo Harbor. I filled out a survey and realize that in the latest version from September of this year the idea to have an access route was removed due to lack of support. Who’s support? Apparently the key stakeholders had 11 meetings. The stakeholders were mainly Caltrans representatives. The public was offered 2 events. The Draft Report listed the limited multimodel access, circulation challenges, no secondary emergency route, and an uncontrolled key intersection. The earlier presentation recommended that there would be an Emergency Access Extension and Coastal Trail Connection, as well as an Intersection Improvements at Highway 1 and North Harbor Drive. The County of Mendocino Coastal Element for section 4.4 (Fort Bragg City Limit to Hare Creek Planning Area) states on page 161 under 4.4-3 “The County shall develop an evacuation route for the Noyo Harbor area, in addition to North Harbor drive, by reopening the road west of Agostino’s (AP# 18-120-19) for emergency use only. The County shall coordinate evacuation procedures with the US Coast Guard and all concerned law enforcement agencies. The County of Mendocino Coastal Element was adopted by the Mendocino County Board of Supervisors on 11-5-1985 and the Coastal Commission certified it on 11-20-1985. What used to be Agostino’s is now the North Cliff Hotel. With recent tsunami alerts and increased traffic do to the Grocery Outlet planned for North Harbor Drive it is crucial to have an extension of North Harbor Drive. It is also crucial not to allow traffic to turn left from North Harbor Drive onto Noyo Bridge. A roundabout at the end of Noyo Bridge is also not going to work, but a solution has to be found that does not impact South Street, or Cypress Street. They need to be available for the police, and ambulance. The 83 housing development on the south west side of Noyo Harbor will also add also more traffic to the area and a solution will need to be found. The solution is not to delete these important elements from your Multimodel Circulation Plan.
