Services for The Unhoused: 9/9/2025:
I want to thank the Board of Supervisors and Directors on their excellent work with Homekey Transitional Facility. These works and efforts are so very important for our community and the so-called least among us. I very much feel that the issue of the unhoused- (no one is "homeless," it is an out dated, discriminatory, and offensive term, that subconsciously makes people want to stay away and not help), is what I view to be Mendocino County’s #1 Public Health Emergency. The whole world is our collective home, every human has a home, just not a dwelling, a house. Many unhoused also have substance abuse issue which are always- self medicating: a Constitutionally protected Religious & Medicinal practice, (whether they know that is what they are doing or not) with cultural, ethnic, so-called racial, and national origin, practices and customs as well: components which are protected categories free from acts of discrimination. Title VI of the Civil Rights Act of 1964 further prohibits discrimination on the basis of race, color, or national origin in any program or activity receiving federal financial assistance, including education and health services. This includes protection against discrimination based on shared ancestry or ethnic characteristics, even if the individual is not a member of a minority group. All those characteristics apply to all in their own individual way, however, The Emerald Triangle is an ethnic culture and that is a sociological and verifiable fact. Further, the unhoused are criminalized for using substances while the wealthy and upper classes partake Scott free, not least of which Elon Musk brags of doing Ketamine, and other illicit substances even in the white house, as many politicians have. And let us not forget all the sympathy Joe Biden wanted for Hunter after Joe Biden's decades long crusade against being tough on "drugs." destroying millions of lives and leaving a generation of minorities raised by single mothers, if any parent at all. Leaving a lost (and primarily incarcerated generation, an utter disgrace and shame to this nation). Dooming a generation to the void of… like here in Mendocino County, there is a specific place that everyone knows that shuts down the county, on the regular, particularly an unincorporated town where countless thousandths, tens of thousandths of pounds of “drugs” are funneled in and out, sold and partook all out in the open for days at a time, all under the watchful eye and guard of the Sherriff Office. Let’s be real. Equal Protection Clause of the 14th Amendment Violations on a grand scale. It's not only utter hypocrisy but illegal in direct violation of the 14th Amendment of the Constitution ratified in 1868, The exact verbiage of the Equal Protection Clause is: "nor shall any State... deny to any person within its jurisdiction the equal protection of the laws". The clause ensures that states cannot discriminate against individuals in the protection of the laws, which does apply to County governance. Additionally, there are the mental ill, as well as the dual-diagnosed; those with co-occurring substance abuse issues, and mental health challenges, all four categories needing their own approaches: to care and case management. I want to applaud 4th District Supervisor & Vice-Chairman; Bernie Norvell both on the work he has done in Fort Bragg with the CRU Team, Hospitality, etc., In Fort Bragg. I would, however, like to know what exactly Redwood Community Service (RCS, Inc.) is getting paid tens of millions of dollars a year to do exactly? Cause it isn't much care. Hiding behind HIPPA to rob the county and its citizens blind while committing Med-I-Cal Fraud on the regular. Clients would be better off being navigated into local clinics some of which I believe have Psychiatrists, and if they don't they should. Particularly, in Fort Bragg, Willits & Ukiah. Also, it is my understanding that Med-I-Cal pays for drug treatment. Most if not, all unhoused are eligible. We need people actively going out into the community, and providing pamphlets with resources, creating free smart phone apps, updated websites, linking clients to services: first in foremost in Fort Bragg, where a structure is already thankfully in place. Where we already have a foundation thanks to Vice-Chairman Norvell & Ex-Officio Police Chief Neil Cervanka. We need substance abuse facilities (more than one: Willits; Fort Bragg; as well as Ukiah) that is not connected with "criminal elements." And harness the creativity; artistry of all kinds; and therapy of our local community and true healers. Jobs all around. Prosperity. Mendocino County very much needs a state-of-the-art Mental Health Hospital, which will provide a whole host of jobs and revenue, it is a long-discussed good idea. That I believe and hope it's time has come, if done right, ethically, with oversight. We also need to invest in our community clinics those outpatient services that Governor Reagan promised so very long ago: Psychiatry; Clinical Psychology; Primary Care; L.C.S.W., Case Management all in one place. WRAP around services. I heard long ago Also, when you look for unhoused services website in Mendocino County the most recent thing I can find is the “Strategic Plan to Address Homelessness,” in Mendocino County Revised Nov. 2022 almost three years ago. I found a C.O.R.E. website (barebones) a few months ago once and I have never been able to find it again. What's going on there? I will also be sending an email with contact information.
