I support the elimination of the "true up" as it penalizes smaller producers or producers who were not able to bring in the revenue needed to be taxed at the same rate as those with higher sales numbers. If we tax evenly at 2.5, or 1.5% evenly across the board that would be much more fair than a true up that increases the effective rate of tax on smaller producers. Eliminate the true up tax please.
Thanks again for further discussion looking toward the future of the cannabis cultivation tax structure. We were surprised by the tax office report that such a large percentage of the total tax collected is coming from the "true up." It really shows how hard it been for small farms to get the product to market. Which we know is true based on our own experience, even after we lowered our cultivation license from 10k-5k. We work so hard to get retail ready product into shops, which is in itself a feat, but still don't make enough in sales to get to the minimum amount before true up.
We still feel strongly about our initial recommendations moving forward...
To put it simply" remove true-up, lower excise tax to 1.5% for 2 years, 2027 and 2028.
Thank you for your consideration, Laura & Marty Clein
