    Although on the Consent Calendar, this agenda item is incredibly important. Like many local families, I have a brother with significant mental health challenges and he has been subject to involuntary holds in the past. The process used for several of those holds fell short of legal requirements due to a variety of factors and this agreement will address one of them. The County manages these processes through RCS but RCS does not have qualified practitioners performing these evaluations leading to serious issues, including denial of substantive and procedural civil rights to patients. The County has already been sued about this so I am glad to see the procedural requirements being addressed through this proposed contract. Moreover, the County should re-evaluate our contractual arrangement with RCS to ensure they also employ qualified practitioners to perform the psychological reviews, the findings of which will be reviewed at the hearings that will occur under this contract. That related issue won't be addressed by this contract but tackling it is another necessary step to ensure the County, and the contractors like RCS working on our behalf, perform their work in a manner that meets the County's legal obligations. Regardless, thank staff for bringing this item forward and I encourage you to approve it.
