1. How is CORE 2.0 different from the CORE program that has already been operating since 2025?
2. Given the county’s existing CORE, Mobile Crisis, MOPS, Heads Up, Homeless Outreach, Coordinated Entry/HMIS, jail discharge planning, and other community outreach programs, what specific gap is CORE 2.0 intended to fill, and why is a new program with six additional positions necessary to fill it?
3. What specific outcomes are expected from CORE 2.0, and how will those outcomes be measured?
4. What is the referral and identification process for CORE 2.0, and how does it differ from the original CORE model that relied heavily on law-enforcement identification and referral?
CORE 2.0 appears to add another layer of outreach, tracking, and coordination to a system that already includes multiple programs and tools designed to identify needs, connect people to services, and coordinate care. Before creating another program, the county should clearly explain why the existing system cannot be strengthened or better coordinated to accomplish these same goals.
