R11 Discussion and Possible Action Including Adoption of Resolution Adopting the 2026 Hazard Mitigation Plan

The Hazard Mitigation Plan proposed is inadequate and should be sent back to be redone by staff. Given the rising risk to life and property that Mendocino County currently faces faces from natural and man made disasters, this plan is totally inadequate. Its biggest deficiency is that it relies much to heavily on a strategy of “responding to disasters” after the fact, instead of using the total resources of the county (land use permitting & planning, economic development investment, disaster risk avoidance, etc.) to prevent disasters from happening.
